Isabella County Transportation Commission Transportation Manager

Full-time – Salary Position – 40 hours/week

Essential Functions:
• Makes initial determinations on matters such as hiring, training, evaluation and discipline of all employees; subject to review of the Executive Director.
• Attend MDOT and FTA training sessions and meetings as well as Transportation Associations
• Evaluates job effectiveness of ICTC operating personnel and proposes appropriate procedures and policies to maximize available resources.
• Assists Executive Director with labor negotiations
• With the Maintenance Manager, develop, implement, maintain, safety program that meets or exceeds MIOSHA standards.
• Oversees collation of daily summary reports on ridership, revenue, and statistical counts on all pertinent operational data.
• Oversees schedule for all operating staff.
• Conduct annual evaluations with (Deputy) Executive Director of employees under his/her supervision.
• Monitor performance reviews.
• Oversee operating staff compliance with all federal and state safety and licensing requirements.
• Analyze service hours, routes and staffing levels and adjust accordingly.
• Oversee training of “behind the wheel” passenger transportation, including but not limited to defensive driving, service area familiarization, passenger loading and unloading, securement, use of onboard equipment, accident and emergency procedures, dispatch and road communications, and passenger sensitivity.
• Communicate safety and training status to (Deputy) Executive Director.
• Review and/or investigate all vehicular, passenger and employee accidents/incidents for determination of cause and preventability. Participate in Accident Review Board activities.
• Participate in local/regional and planning efforts.
• Must be able to perform all functions, including essential functions of Lead Transportation Coordinator.
• Must be proficient with current computer technology including computer assisted dispatching, MS Office, timeclock software, telephone and two-way radio software.
• Assists in preparation and presentation of budget on annual basis to the ICTC including, but not limited to wage, salary and fringe benefit information for the upcoming year.
• Assists (Deputy) Executive Director in conducting contract relations with local agencies who purchase services.
• Review, analyze and recommend changes to service and fare structures to the (Deputy) Executive Director as needed.
• Evaluate and respond to service complaints and other complaints from the public.
Standards and Qualifications:
Education and Experience
Must have graduated from an accredited high school or equivalent and having achieved a degree in Business, or any equivalent combination of education, experience and training that provides the required knowledge and abilities to do the job.
The successful applicant will possess a clear criminal record other than minor traffic violations and shall maintain that record as such as a condition of employment.
The successful candidate will be required to obtain and maintain a valid Michigan Commercial Driver’s License with the approved endorsements to legally operate all ICTC vehicles.

Physical Job Requirements
• Must be able to stand and/or sit continuously to perform job functions.
• Must be able to physically stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb steps, crouch, handle or move passengers.
• Must be able to lift up to 50 pounds.
• Visual acuity corrected to perform job functions.
Other Job Requirements:
• Subject to random drug testing per ICTC’s Drug and Alcohol Testing Policy and Over-the-Counter and Prescription Medication Policy.
• Subject to periodic driving record check through the Department of State Bureau of Driver and Vehicle Record Lookup.
• Attend all employee meetings.
• Attend seminars, training and meetings as required by the Executive Director.
Environmental Conditions:
• Variable Work Environments: Work is conducted indoors and sometimes out with varying environmental conditions.
• When outdoors, employee will be subjected to weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions. This includes; sunshine, rain, ice, snow or mix.
• Exposure to shaking objects and equipment.
