The Safety and Training Manager leads and manages The Rapid's new Bus Operator training and transportation customer service and technical training programs. Leads and manages The Rapid's safety efforts through the design and maintenance of its safety plans and programs. Manages, selects, supervises, and professionally develops safety and training staff. Provides safety recommendations for service planning, route development, and fleet specifications. Oversee the continuous improvement of associated safety and training plans, programs, provides input for operating procedures, and policy manuals. Ensures a commitment to safety through effective leadership, role modeling and implementing practices that demonstrate safety as a fundamental value and a priority in all aspects of work. Performs related duties as required. Works under the general supervision of the Chief Operating Officer

What will you be doing in this role:
- Develops, maintains, tracks, and monitors the Public Transit Agency Safety Plan (PTASP) using Safety Management Systems (SMS) practices as defined by the Federal Transit Administration. This includes leading the Safety Committee.
- Evaluates existing programs, formulates general safety policies and procedures for employees in compliance with local, state, and federal rules and regulations.
- Conducts studies and analyses of accident causes and hazards to health for use by company personnel and outside agencies. Consults with departments on design aspects related to shelters, routes, operation of facilities, other projects, vehicles, equipment, and processes.
- Compiles and submits accident reports required by regulatory agencies.
- Reviews accident and injury reports and participates in additional investigations as deemed necessary to determine common accident causes or trends.
- Evaluates safe work practices among employee groups, particularly in Maintenance, Facilities and Transportation departments.
- Consults with insurance carrier(s) as needed to initiate new or enhance agency safety.
- Contributes to programs or internal media which will increase awareness in safe practices and promote a positive safety culture.
- Leads and effectively manages the design, development, and implementation of initial and recurrent training programs for bus operators. Conducts training needs assessments and gap analysis in consultation with Transportation and Maintenance Directors, supervisors, and other stakeholders.
- Develops, maintains, and manages implementation of annual and multi-year plans and schedules for training programs designed to fulfill all training objectives, and assures successful start-up of new service programs. Ensures adequate resources for developing and delivering bus operator training programs. Sets targets for the department and staff in all key areas of performance.
- Leads and manages safety and training staff. Establishes objectives, standards, work schedules and accountability for team performance.
- Models and promotes an organizational culture of professionalism, superior customer service, community service, support to bus operators, continuous review and improvement, and the highest levels of performance and effectiveness of training and safety practices.
- Ensures accurate and complete recordkeeping related to safety and operator training.
- Manages agency wide CDL license qualification, continuing driver education, and training.
- Assures proper contributions by safety and training in The Rapid's processes for accident review, bus system change, safety review, process and productivity improvements and development of new service projects.
- Establishes performance standards for staff and programs, setting goals and tracking performance to those goals.
- Acts in accordance with The Rapid's Collective Bargaining Agreement, and renders appropriate, timely recommendations as required.
- Stays current in technical advancements in training and transit operations through education, training, and representation of The Rapid in transit industry training-related associations. Applies new information, technology and techniques as appropriate.
To be successful in this role you will need:
- A bachelor's degree in Education, Business or Public administration, Communications, or a related closely related field PLUS, four (4) years of experience in technical occupational training, one (1) year of which must have included supervisory or managerial responsibilities for managing budget, process, or people OR, Any equivalent combination of education and experience.
- Experience in operations, manufacturing or transportation management work experience is a plus.
- Must possess or be able to obtain a Commercial Driver License (CDL) with passenger (P) and airbrake endorsements. Must be able to meet and maintain all DOT physical examination requirements. Desirable to have or be able to obtain TSI's TSSP and OSHA's 30-hour training, or equivalent.
