People’s Express Request for Proposals for Transit Needs Assessment for Washtenaw County
The purpose of this assessment is to develop an objective, community-informed understanding of current and emerging mobility needs in Washtenaw County. The consultant will conduct a comprehensive review of transportation gaps, barriers, and population trends to clarify where and how residents experience unmet mobility needs.
The consultant will complete an assessment that:
- Identifies transportation gaps across rural, suburban, and urban areas.
- Documents unmet needs for key populations including older adults, individuals with disabilities, low-income households, and workers.
- Assesses challenges faced by medical providers, nonprofits, food pantries, employers, and service organizations as they support residents lacking transportation.
- Analyzes demographic and economic trends to forecast future mobility demand, including aging patterns, rural migration, and shifts in workforce and income.
- Provides a clear, data-backed foundation for future discussions related to sustainable and diversified local funding strategies.
- Elevates community voice through meaningful stakeholder engagement and focus groups.
This assessment will provide data and analysis that may inform future service planning, capital planning, and funding discussion. It may summarize opportunities for future service improvement/exploration for consideration in subsequent planning phases.
Additionally, it will define the scope and nature of mobility needs, so future planning, coordination, and investment decisions are grounded in accurate and meaningful information.
