Request for Professional Governance Training Services

Benzie Transportation Authority (BTA) is the public transit provider for Benzie County, Michigan. We provide demand-response transportation, non-emergency medical transportation, and mobility management services. BTA receives state and federal funding through MDOT and is governed by a Board of Directors.

The Board is seeking a qualified facilitator to provide governance training. This request is intended to gather options for Board consideration. Any engagement will require Board approval.

II. PURPOSE

We are looking for an experienced facilitator to provide practical, structured governance training that helps strengthen board effectiveness and reinforce compliance with Michigan public governance standards.

III. SCOPE OF SERVICES

The selected consultant shall:

1. Conduct up to three (3) pre-session interviews and/or distribute a brief survey to Board members, as mutually agreed upon.

2. Develop customized training materials specific to BTA and Michigan public board requirements.

3. Deliver one (1) in-person training session of approximately 3–5 hours.

4. Provide digital copies of training materials.

5. Provide optional written summary recommendations, if included in the proposal.

Training should address:

● Fiduciary duties of public board members

● Board vs. Executive Director authority boundaries

● Managing conflict within a public governance framework

● Additional topics identified through pre-session interviews or surveys, as mutually agreed upon.
